www-client/ladybird: share the seccomp patch between versions

The patch is identical across snapshots and will stay until upstream
allows sched_getparam, so the $-prefixed name only forced a
pointless copy on every bump. Rename it version-agnostic and point both
ebuilds at the one file.

www-client/ladybird: bump snapshot to 0_p20260802

Master moved to ea5999eb; the vcpkg pins this ebuild mirrors (skia 148,
icu 78.3, angle chromium_7258) are all unchanged, so the dependency
block stays as it was. Three new crates for the LibJS JIT's
disassembler (iced-x86, fARM64, lazy_static), all MIT/Apache. HSTS
preload json re-pinned to current chromium main. The seccomp
sched_getparam patch is still needed upstream. New in this snapshot:
the js/wasm bundle machinery installs a COMMIT stamp at the prefix
root, which reads "unknown" in a tarball build - dropped in
src_install.
