www-apps/openchamber: new package; dev-util/opencode-bin: import + bump

Add www-apps/openchamber-1.13.2, a web UI for the OpenCode AI coding
agent. Ships @openchamber/web (the openchamber CLI + Express server +
pre-built web UI) on plain net-libs/nodejs; the dependency tree is
vendored and the UI pre-built into a self-contained dist tarball via
files/openchamber-mkdist.sh. The only on-machine build step is rebuilding
the better-sqlite3 native addon against the user's nodejs. A systemd user
unit is installed (per-user daemon: the agent works on the invoking
user's projects and credentials).

Add dev-util/opencode-bin-1.17.8 (imported from GURU, bumped to the
latest anomalyco/opencode release, maintainer set to me) and wire it in
as a runtime dependency of openchamber.
