Upgrade kbuild stack.
- Use kconfgen
- Simply depend on virtual/linux-kbuild instead of adding extra USE to
all packages

Add xelnet kernel stack.
* xelnet-kbuild prepares the kernel (needed for out-of-tree modules
and every linux-info.eclass based ebuild)
* xelnet-image compiles the image
* Alternate linux-info / linux-mod eclasses are provided to
automatically hook into those ebuilds.
