virtual/libc: Accept LLVM's libc for ELIBC=llvm

Declare the llvm ELIBC value and let virtual/libc be satisfied by
llvm-runtimes/libc on such a profile. Elsewhere it behaves exactly as the
gentoo virtual it replaces.
