sys-power/ipmifand: add 0.4.1, drop 0.2.0
Upstream is now profile driven, with named fail-safe profiles for Supermicro X10DRC,
X10DRU-i+, and ASRock Rack X570D4U-2L2T boards, so the description and metadata were
rewritten. The new make check suite is wired up as src_test.
