sys-fs/stratisd: new package, 3.9.3

Stratis storage pool daemon, from the Fedora 45 import (Fedora installs
root on Stratis through Anaconda since 45).

Built per upstream's per-binary feature sets with one cargo pass each; the
Makefile's install targets are reused by name, so a bump keeps upstream's
layout. USE=dracut installs the 50stratis module (systemd initramfs only,
hence REQUIRED_USE dracut? ( systemd )); USE=clevis is deferred until
app-crypt/clevis exists, and the 50stratis-clevis module is removed. The
OpenRC script runs stratisd under supervise-daemon and stops it with SIGINT
like upstream's unit; the fstab-setup units and the generators have no
OpenRC counterpart, which an ebuild comment and pkg_postinst state.

cargo audit over 244 crates: no vulnerability (4 unmaintained crates, one
tokio unsound warning). The tag is lightweight and unsigned; the Manifest
hash matches the GitHub tarball. Verified unprivileged through src_install
with USE="dracut systemd" and USE="-dracut -systemd": 0 QA notices, no
setuid, no RPATH/TEXTREL, pkgcheck and check-openrc-coverage clean. Not
run: a real merge, the daemon, a dracut initramfs.
