rm(sys-devel/binutils, sys-libs/binutils-libs), up(sys-firmware/intel-microcode-20260812_p20260513 -> _p20260813), fix(app-emulation/qemu): declaration syntax, mod(.autoupdate/packages.toml)

Four changes, all of them about a stated reason that had stopped being true.

REMOVED sys-devel/binutils and sys-libs/binutils-libs (2.47 both).

The registry entry being deleted here said why the overlay carried them at
all: "Gentoo's official patchset tarball for 2.47 returns 404, which is why
the overlay carries the package at all." It does not 404 any more.
::gentoo's Manifest carries DIST binutils-2.47-patches-1.tar.xz with full
BLAKE2B/SHA512, and ::gentoo ships binutils-2.47 and binutils-2.47.9999.

So the workaround has no purpose left, and ::gentoo's version is the more
correct of the two: ours dropped PATCH_DEV and the patchset from SRC_URI and
did `cp -r "$"/patches-1 patches` instead, applying the FUNCTIONAL
patches of binutils-2.46.1-patches-2 (0002..0005) to 2.47, while ::gentoo now
applies the patchset actually cut for 2.47.

We carried only 2.47 in both, and ::gentoo has it, so nothing is left
unprovided. 16 files leave the tree, not two ebuilds: both Manifests, both
metadata.xml, the four patches of each files/patches-1, and binutils'
files/binutils-2.40-linker-search-path.patch and
files/binutils-2.43-linker-prefix.patch -- ::gentoo ships those last two
itself.

Only sys-devel/binutils had a registry entry; sys-libs/binutils-libs
deliberately had none, so automation could not drift the two apart. One
entry removed, 449 -> 448, every sibling block intact.

NOTE for anyone with these installed from ::bentoo: same PV and same SLOT
exist in ::gentoo, so no rebuild is forced. binutils-2.47-patches-1.tar.xz is
not in the local DISTDIR, so the next build of either package fetches it.

BUMPED sys-firmware/intel-microcode to _p20260813.

The _p suffix is the intel-microcode-collection snapshot; the autoupdate
probe tracks only the Intel date, so the suffix is pinned by hand. It had sat
at _p20260513 under a comment asserting that every later snapshot returned
404 on all three mirrors. ::gentoo's Manifest carries collection-20260811 and
collection-20260813, and both tarballs were already in the local DISTDIR --
so the pin had drifted into an August Intel release carrying a May
collection. The regenerated DIST digest is byte-identical to ::gentoo's for
the same tarball, which is the check that matters here. The stale paragraph
is replaced by one that tells the next reader to verify rather than trust it.

FIXED the divergence declarations in app-emulation/qemu.

The parser wants `# BENTOO-DIVERGENCE: <axis>: <reason>` and cuts at the
FIRST colon. The IUSE tag used " - " and no colon at all, so it was reported
as malformed on every run and declared nothing. It now reads `IUSE:` and the
iuse axis is declared.

The PATCHES tag is deliberately NOT restored as a tag: the comparison tracks
four axes only (inherit, options, iuse, deps), so a PATCHES tag would be
well-formed, match no finding, and declare nothing while looking like it
declared something. It is prose now, and says so.

Two tags are LEFT BROKEN on purpose, for a maintainer to decide: the ones at
the IUSE_DEFAULTS and "nettle upper bound" comments. Both contain "::gentoo",
whose colon the parser cuts on, so they parse into a garbage axis instead of
erroring -- they fail silently rather than loudly. Fixing them to IUSE: and
DEPS: would silence those axes for qemu ENTIRELY, since declarations match by
axis and not by detail, and that would hide a future "we fell behind" on
qemu's dependencies. That is a call for a human.

qemu's inherit and deps axes remain undeclared; no reason was invented for
them.

Verified: pkgdev manifest regenerated and confirmed changed; egencache exit 0
with md5-cache resolving the new collection tarball; overlay compare --realign
--no-review reports no registry error and no auto-disabled entry, 271 packages
scanned (was 273), and zero mentions of binutils. pkgcheck could not be used:
it crashes in its GitAddon on every package in this overlay, including
untouched ones.
