sys-cluster/flux: bump to 2.9.3

Package the latest stable Flux CLI release from fluxcd/flux2.
Host the Go module dependency tarball on dist.rich0.org.

Document overlay agent practices in AGENTS.md (deps handoff via
/utility/tmp and open a PR by default when work is done).
