sys-apps/busybox: sync fixes from ::gentoo (1.37.0-r2)

Rebased on stock busybox-1.37.0.ebuild: adds skip-dynamic-relocations and
sha-ni-fix patches, make-symlinks fixes (coreutils-9.2 cp --update=none,
bug 907432; mkdir -p; rmdir in pkg_preinst). Drops the stale systemd flag
stock no longer has. Keeps our KEYWORDS and +extra, and fixes
'if !use extra' (never true) to 'if ! use extra'.

AGENTS.md, overlay-check: track busybox against ::gentoo, pull stock fixes

busybox now follows stock Gentoo versions instead of busybox.net. New
"Pulling fixes from ::gentoo" rule and skill step 5a port stock fixes
into our ebuilds as -rN 'sync fixes from ::gentoo' commits. exim's feed
moves to downloads.exim.org (code.exim.org RSS is 404). README notes
Mail-SPF's CNAME patch.

sys-apps/busybox: rename 1.37.0 ebuild to -r1

Marks the overlay-maintainer customization already present (the
+extra USE flag, a different patch set than stock's current 1.37.0
ebuild, different pkg_postinst logic) per the -rN convention in
AGENTS.md. No content change; verified with ebuild ... clean compile,
Manifest unaffected.
