fix(sci-ml/lemonade-server): force system cpp-httplib, block FetchContent

cpp-httplib installs cmake config but no pkg-config .pc file.
Upstream detects via pkg_check_modules, misses it, falls back to
FetchContent git clone which portage sandbox blocks.

fix(sci-ml/lemonade-server): fix deps, drop 10.3.0

- Fix net-libs/libcurl -> net-misc/curl
- Add version constraints from upstream CMakeLists.txt
- Fix variable ordering (S after SRC_URI, KEYWORDS before IUSE)
- Add webapp USE flag description to metadata.xml
- Remove redundant 10.3.0 ebuild
