sci-ml/kineto: add 0.4.0_p20260925-r90

pytorch/kineto was archived on 2026-09-25, and PyTorch 2.15 vendors its
final commit in-tree. Package that commit so caffe2 2.15 keeps building
against a system libkineto. The -r90 keeps this ahead of a same-version
::gentoo snapshot.

Forked from ::gentoo's 0.4.0_p20260805-r1. Its gentoo patch dropped the
fmt::fmt-header-only link along with the bundled fmt, which left
libkineto.so with undefined fmt symbols and no libfmt dependency; the
rebased patch takes fmt from the system and keeps the header-only link.
The rocm flag is gone: the ROCm backend now needs rocprofiler-sdk, which
nothing packages. cuda now pulls the CUDA toolkit with CUPTI.
