fix(sci-ml/gaia): switch to python-single-r1, fix deps and metadata
- Use DISTUTILS_SINGLE_IMPL for torch/accelerate compatibility
- Fix variable ordering (KEYWORDS before IUSE)
- Add REQUIRED_USE and PYTHON_DEPS
- Add USE flag descriptions to metadata.xml
- Clean inline TODO comments from dep block
