fix: npm registry URIs, ebuild hygiene, metadata fixes

- replace nonexistent mirror://npm with registry.npmjs.org (9 packages)
- drop vireo (renamed upstream to hylki, which we already package)
- javy: remove invalid RESTRICT=network-sandbox, POSIX tail -n 1
- bun-bin: drop unused toolchain-funcs inherit
- gmic: drop unused bash-completion-r1, qmake-utils inherits
- raspberrypi-kernel: drop -initramfs default
- openvino: add RESTRICT test, document js USE flag

chore: prune superseded ebuilds repo-wide

Keep newest non-live version per package plus live ebuilds;
raspberrypi-kernel keeps one ebuild per kernel branch (6.12, 6.18).
Removes 451 ebuilds and 9 orphaned patches; manifests regenerated.

fix(spandrel,comfyui,gaia): switch safetensors and transformers deps to ::gentoo

Use sci-ml/safetensors and sci-ml/transformers from ::gentoo instead of
overlay dev-python/ copies. Move transformers to PYTHON_SINGLE_USEDEP
since sci-ml/transformers uses python-single-r1.
