dependency. Keep the local suite independent of accelerator hardware

sci-ml/accelerate: restrict gloo test dependency to amd64
An unconditional gloo requirement cannot be satisfied on arm64: the
flag requires caffe2[distributed], and both are profile-masked
outside amd64. The upstream pytorch[gloo] spelling in 1.14.0 also
names the wrong package for this tree's caffe2/pytorch split -- the
flag lives on caffe2 and pytorch never exposes it, so a (+) default
would match no matter how caffe2 was built. Depend on caffe2[gloo]
on amd64 only, keeping the guarantee where the flag exists.
