sci-misc/whisper-cpp: add system-ggml flag
Link against the installed sci-ml/ggml instead of the bundled copy, mapping
the backend flags onto ggml's own USE flags. The old blas flag is replaced by
openblas, and openmp, the cuda eclass and a shaderc dependency follow ggml's
build requirements.

The github tarball extracts to whisper.cpp-$, not $, so the
prepare phase could not find the source directory.

The src_prepare override replaced the eclass function without running
it, so cmake_src_configure died in the configure phase.

Add the C API (libwhisper, libparakeet) and the command line tools with
USE flags for the ggml backends (blas, cuda, opencl, rpc, openmp, vulkan),
