sci-electronics/openems: fix configure with sci-libs/hdf5-2.2.0
Backport upstream commits dropping the HDF5 1.8 version check. With
hdf5 2.2.0 the versioned request rejects the cmake config file and the
h5cc wrapper fallback cannot find the HL library.
