sci-electronics/circuitjs1-bin: add 4.1.3, drop 2.9.1
Upstream ships a single versionless offline build (circuitjs1-linux64.tgz)
and replaced it in place on 2026-07-07, so the 2.9.1 distfile no longer
resolves and its Manifest no longer verifies. The current drop reports
versionString 4.1.3js.
The offline tarball is now repackaged on macOS and carries AppleDouble
(._*) sidecar files; strip them in src_prepare so 1226 junk files are not
installed. Also point QA_PREBUILT/QA_FLAGS_IGNORED at the real install path
(/opt/$) -- they referenced a nonexistent /opt/circuitjs1.
Build-tested on ~amd64: installs cleanly, no QA notices.

treewide: HOMEPAGE and metadata.xml hygiene
http->https and moved/renamed HOMEPAGE URLs; document local USE flags, correct
remote-ids, fix the DOCTYPE line, and normalise metadata.xml whitespace. Pure
metadata: no SRC_URI, ebuild logic, or Manifest changes.
