sci-biology/fastani: use system Catch2, add test USE flag

Upstream calls omp_* unconditionally and fails to link without OpenMP, so pkg_pretend
and pkg_setup check the compiler for it. The D4 test genomes are Git LFS objects
missing from the tarball, so the tests that read them are skipped.
