net-wireless/mfcuk: revbump to 0.3.8-r1

0.3.8 is still the latest release upstream, so this is a revision bump only.

Migrate the ebuild from EAPI 6 to EAPI 8, add the virtual/pkgconfig that
configure needs for its PKG_CHECK_MODULES on libnfc, and give SRC_URI an
explicit '-> $.tar.gz' rather than relying on the archive name.
