net-wireless/hcxtools: bump to 7.1.2

Drop the libpcap dependency, 7.x no longer links against it.

The Makefile resolves openssl, libcurl and zlib through pkg-config, so add
the virtual/pkgconfig that was missing. Respect the toolchain by passing
tc-getCC, and install the man page upstream ships.
