net-im/serein{,-bin}: add 1.0.0_pre20260915_p23
Package the pinned Serein nightly from source and from the upstream amd64
binary. Fetch checksum-verified Rust dependencies for offline builds, apply
the release version, and install desktop integration and component notices.
Declare runtime libraries, credential storage, portal support, and mutual
blockers. Require glibc 2.43 for the prebuilt executable.
Validate source compilation, both staged installations, dependency resolution,
and stable-profile pkgcheck. Run 765 workspace tests and the IPC test
separately because Portage's group-writable build paths fail its permission
checks; retain upstream's four ignored tests. Check binary startup using an
isolated display and application data.
