net-analyzer/smokeping: bump to 2.9.0, drop 2.8.2

EAPI 8, apply patches through PATCHES. Upstream fixed the curl --help
probe in Curl.pm, so the patch now only covers AnotherCurl.pm. Split
DEPEND (RRDs for configure, acct-* for fowners) from the runtime-only
perl deps, and add dev-perl/Path-Tiny for the new IRTT probe.

Run the systemd unit as smokeping like the OpenRC script does, with
/run/smokeping owned to match. Fix metadata maintainer, dig flag
description, and add the upstream remote-id.

net-analyzer/smokeping: fix dig USE dep, add CI triage skill

net-dns/bind-tools was masked (bug #977172) and removed from ::gentoo
on 2026-08-15, breaking the dig? DEPEND/RDEPEND and failing both the
repoman and pkgcheck CI workflows every run since (dependency.bad
[fatal] / NonsolvableDepsInStable). Point dig? at net-dns/bind, the
replacement named in the mask notice, and regenerate the ebuild's
Manifest digest to match.

Also add .claude/skills/ci-triage, documenting how to triage red
GitHub Actions runs against upstream Gentoo's own mask/removal bugs
and news items instead of guessing a fix, plus the local sanity
checks (digest regen, gitignored md5-cache) to run before pushing.
