media-video/tbc-tools: add 3.2.9, drop 3.2.8
sci-libs/onnxruntime now installs its headers in /usr/include/onnxruntime,
which is exactly where the onnxruntimeTargets.cmake it ships points. The
workaround that skipped the config package is therefore no longer needed, and
had become actively harmful: upstream's fallback search hardcodes
PATH_SUFFIXES lib with NO_DEFAULT_PATH, so it can never find /usr/lib64.
ONNXRUNTIME_ROOT is still passed because src/ld-chroma-decoder does its own
find_path() that only looks under $/include{,/onnxruntime}.
Patches lose the version from their filenames so a bump cannot silently
repoint PATCHES at a file that does not exist.

Second pass over the packages that were not installed when the first sweep
ran. These are all libraries whose subslot tracks the soname, so the atoms
get := for the same reason as the previous commit.
media-video/tbc-tools is edited in place rather than revbumped: it was added
earlier today and has never been pushed.
