Move go-playerctl 0.0.9 to go-playerctl-bin

Because version 0.0.9 distributes a pre-built binary, it has been moved
to its own -bin package to follow standard Gentoo conventions.

- Added a conflict blocker `!media-sound/go-playerctl`.
- Fixed the SRC_URI and correctly set the output tarball name.
