media-gfx/rnote: add 0.14.2

Rnote is a vector drawing and handwritten-notes app built on GTK 4.

The crates come from Cargo.lock as CRATES. The hayro PDF crates, which
upstream pins to a git revision, come in through GIT_CRATES. meson.build
gives cargo its own CARGO_HOME and calls cargo directly, so
src_configure links that directory to the eclass config and the build
phases run under cargo_env to keep the offline sources and toolchain
flags.

The librsvg crate is compiled into the binaries, so gnome-base/librsvg
is not a dependency. Runtime deps follow the libraries the binaries
link; the font stack and gdk-pixbuf are only needed for the crates'
pkg-config checks.

Upstream's post-install step refreshes the font cache for the four
bundled fonts but skips it under DESTDIR, so pkg_postinst and
pkg_postrm run fc-cache instead.
