media-gfx/iscan-data: replace the generated udev rules

With USE=udev, upstream's make-policy-file built 99-iscan.rules by
copying an Epson rule out of sane-backends' *sane.rules. sane-backends
1.3.1 installs 65-sane-backends.rules and moved its device list into
the udev hwdb, so the install died; pointed at the new file, the
helper found no Epson rule and wrote rules matching no scanner.

That hwdb already tags 196 of the 203 Epson IDs in epkowa.desc with
libsane_matched=yes, which 70-uaccess.rules and sane-backends'
66-saned.rules turn into access for the local session and the scanner
group. Install a static 60-iscan.rules that sets the same marker for
the 7 IDs the hwdb lacks, so those scanners get exactly the access
every other SANE scanner gets. It has to sort before 66: a marker set
later is invisible to both rules.

The build no longer needs sane-backends or libxslt, and the revision
bump replaces 99-iscan.rules on installed systems.

media-gfx/iscan-data: redirect HOMEPAGE through Wayback

The download.ebz.epson.net portal that the original HOMEPAGE pointed
at now returns HTTP 403 for every path (the whole driver-search site
appears retired, not just our specific landing page). Mirror the same
trick we already applied for SRC_URI and point HOMEPAGE at the 2019
Wayback snapshot, which still serves the original page. Users get a
working reference; pkgcheck stops flagging DeadUrl.

media-gfx/iscan-data: redirect SRC_URI to Wayback Machine snapshot

Upstream (support.epson.net) returns HTTP 403 for the 1.39.1-2 tarball and the Gentoo
distfiles mirror never had it (HTTP 404). Verified 2026-05-02 during a manifest-
rotation audit; the only fetch failure across 213 packages. The Wayback Machine has
a 2019-10-23 capture of the byte-identical file (size + BLAKE2B + SHA512 all match
the existing committed Manifest hash, no Manifest change needed). Switch SRC_URI to
the 'if_' raw-bytes Wayback endpoint so fresh installs can refetch the same content.
Tested through 'ebuild ... fetch' — checksum verifies ok end-to-end.

2-space indentation (was tabs). Maintainer blocks left untouched —

where the maintainer was Ivan, but third-party maintainer entries
