media-gfx/iscan-data: redirect SRC_URI to Wayback Machine snapshot

Upstream (support.epson.net) returns HTTP 403 for the 1.39.1-2 tarball and the Gentoo
distfiles mirror never had it (HTTP 404). Verified 2026-05-02 during a manifest-
rotation audit; the only fetch failure across 213 packages. The Wayback Machine has
a 2019-10-23 capture of the byte-identical file (size + BLAKE2B + SHA512 all match
the existing committed Manifest hash, no Manifest change needed). Switch SRC_URI to
the 'if_' raw-bytes Wayback endpoint so fresh installs can refetch the same content.
Tested through 'ebuild ... fetch' — checksum verifies ok end-to-end.

https://www.gentoo.org/dtd/metadata.dtd DTD URL (was http://) and
2-space indentation (was tabs). Maintainer blocks left untouched —
the 2026-04-22 normalization sweep added <name> alongside <email>
where the maintainer was Ivan, but third-party maintainer entries
(lebedev.vasya@gmail.com, megagreener@gmail.com, brothermechanic@gmail.com,
etc.) keep their email-only blocks since we can't safely guess the
corresponding <name>.

pkgcheck stays silent on all metadata-* and maintainer-* checks.

Mechanical sweep across the smaller categories. 7 ebuilds bumped:
app-portage/udept-9999, games-roguelike/adom (1.15.2, 1.2.0_pre20,
1.2.0_pre23, 2.3.8, 3.0.6), media-gfx/iscan-data-1.39.1.2. None of
them use EAPI=7-specific syntax so the bump is a single line each;
pkgcheck stays silent. The remaining 78 ebuilds in these categories
were already on EAPI=8.
