ci: fix PR check g2 lint failures

This fixes issues identified by `g2 lint` across the repo, including missing `metadata.xml` files, packages with no `<maintainer>` defined, missing or invalid `Manifest` files, missing md5-cache entries, and invalid SLOT variables.

Fix malformed licenses in ebuilds and add custom licenses

This commit addresses issues where custom or multi-word licenses were
incorrectly defined in ebuilds (e.g., "MIT License", "public domain",
"SIL OPEN FONT LICENSE"), causing them to parse incorrectly as multiple
non-existent licenses in Gentoo. These have been normalized to valid
license identifiers ("MIT", "public-domain", "OFL-1.1").

Additionally, a custom `licenses/` directory has been created at the
repository root to house textual definitions for all custom/non-standard
licenses utilized in the overlay, such as `proprietary`, `metapackage`,
and `unknown`.
