add decoy-font package
This commit introduces a new package `media-fonts/decoy-font` to the repository. The ebuild downloads the Decoy Font TTF directly from the provided static URL and installs it using the `font` eclass. A custom `src_unpack` is utilized because the default unpack does not support raw `.ttf` files.
