lomiri-base/lomiri-download-manager: build for Qt5 and Qt6 via multibuild

Add 0.3.1-r1 using the multibuild eclass to build the Qt5 and Qt6
variants from one source tree, selected via the new qt5/qt6 USE flags
(-DENABLE_QT6 per variant). The Qt6 build pulls dev-qt/qtscxml:6 for
Qt6::StateMachine; the libraries carry the upstream -qt6 suffix so both
variants install side by side.

Drop the unused lomiri-base/gsettings-qt dependency (not referenced by
the source, configure, or Debian packaging). Switch the 9999 live ebuild
to the same scheme and drop the superseded 0.2.2 and 0.3.1.
