localai-backend/acestep-cpp, vllm-cpp: -r1 for the GCC 16 / CUDA 13 fixes

The fixes changed the built sources in place; a revision makes every
install, binhost included, pick them up.

localai-backend/vllm-cpp: demote GCC 16's maybe-uninitialized from -Werror

A libstdc++ false positive in std::optional's move path (gemma4.cpp), same
class upstream already demotes for array-bounds. Replaces the stale sed.
