localai-backend/piper: declare the go BDEPEND

The only go-module ebuild in the overlay without it; the eclass QA check
against LocalAI's go.mod flagged it.

localai-backend/piper: pin C++17 for the vendored sources, -r1

GCC 16 defaults to gnu++20, which deletes the char32_t ostream operator
that piper-phonemize's test uses; the sources are archived upstream.
