llvm-runtimes/libc: Add the iconv utility

The library has iconv, but not the program which goes with it. Alpine's
is the same file sys-libs/musl installs, as getent already is.

llvm-runtimes/libc: Add an ldd

The loader has no trace mode for glibc's ldd to drive, so it reads the
dependencies out of the ELF files with lddtree instead.
