feat(gui-wm/swayfx): add 9999

Adds a live swayfx ebuild tracking master, the only branch that supports
scenefx 0.5 + wlroots 0.20 (commit 33cb07d3e). No swayfx tag pairs with
scenefx 0.5 yet: 0.5.3 still pins scenefx-0.4 and wlroots <0.20, so it
retains the GPU-reset compositor crash.

Depends on >=gui-libs/scenefx-0.5 and the wlroots 0.20 slot. Requires
'=gui-wm/swayfx-9999 **' in package.accept_keywords, as with any live
ebuild.
