gnome-extra/gnome-user-docs: port to meson, fixes build failure

Upstream dropped autotools for 51.0 (meson.build/meson.options only,
no configure.ac) - gnome2_src_configure died with "no configure
script found" since there's nothing left for econf to run.

Switch inherit from gnome2 to gnome.org+meson (gnome2.eclass itself
just inherits gnome.org for SRC_URI plus libtool/gnome2-utils/xdg,
none of which this docs-only package needs). The old XMLLINT/ITSTOOL
fake-binary trick and the "skip src_compile, unset LINGUAS is a
2h rebuild" workaround were both autotools-era Makefile quirks with
no meson equivalent: upstream's own meson.build already gates
xmllint/yelp-check behind a tests option and drives itstool/msgfmt
via gnome.yelp() as normal parallel ninja build targets, so neither
workaround is needed - src_configure just passes -Dtests. Added
app-text/yelp-tools to BDEPEND for yelp-check, which the old
autotools build got for free via a bundled build-aux script.

Verified without a full build: `ebuild ... clean configure` succeeds
against the real 51.0 source (211 ninja targets, xmllint/yelp-check/
itstool/msgmerge/msgfmt all found).
