Fixing issue #18 by removing all meson dependencies (obsolete), added md5cache metadata, fixed budgie-screensaver license entry and fixed wrong useflag description in budgie-extras-applets

Budgie Desktop 10.7 released

- Many outdated ebuilds removed.
- New versions for budgie-desktop. budgie-meta, budgie-backgrounds, budgie-control-center, budgie-desktop-view, budgie-analogue-applet, budgie-screensaver and budgie-calendar-applet
- All packages now have metadata.xml added
- All ebuilds that were missing ~arm64 and ~arm have it added
- Many ebuilds had source tarballs adjusted
- Many ebuilds had a cleanup/checkup and small fixes applied.
- All ebuilds that were still EAPI 7 are now using EAPI 8
- Many packages are now stable
- hid-asus-rog is now fully removed as it is complete obsolete, making this overlay now budgie-desktop only!
- README.md had a major overhaul
- TODO.md and CHANGELOG.md have been updated
