*/*: use subslot deps for libraries that are linked

Without the := operator portage has no record tying these packages to the
library ABI, so a soname bump leaves a preserved lib behind instead of
scheduling a rebuild. Every atom here was confirmed with scanelf: the
installed binaries DT_NEEDED a soname owned by that package.

Qt6 and KDE Frameworks are deliberately left alone. Their subslots change
on every release without the soname changing, which is why the tree depends
on them with a plain slot.

games-emulation/xenia-canary: add 20260623, drop 20260208

Upstream replaced the premake build system with native CMake and moved the
FFmpeg submodule to has207/FFmpeg. Re-port the downstream patch set to the new
build:

- De-vendor via -DUSE_SYSTEM_* CMake options for fmt, zstd, zarchive,
capstone, snappy, pugixml, zlib-ng, cxxopts, toml++, utfcpp, xxhash,
Vulkan-Headers, VulkanMemoryAllocator, SPIR-V Tools, date and discord-rpc.
- Keep glslang, imgui and xbyak bundled (system versions are API-incompatible).
- Make Discord support optional (XENIA_BUILD_DISCORD) and SDL2 system on Linux.
- Generate version.h in the ebuild; build RelWithDebInfo to avoid the
Clang-only Release path.
