Add source and binary ebuilds for the latest upstream release. Record the license change and package update guidance.

dev-vcs/twig{,-bin}: add 0.8.5
Package Twig from its tagged JavaScript sources with offline, lockfile-pinned npm dependencies and the matching Electron runtime. Provide an alternative package using the official Linux binary, with desktop integration, runtime dependencies, and redistribution restrictions.
Retain upstream tests while removing an obsolete private-monorepo installer check. Add offline npm helper tests to Node 24 CI. Validate both installed variants with desktop smoke tests.
