fix(app-office/openoffice-bin, dev-vcs/github-desktop, mail-client/proton-mail-bin): declare RPM_COMPRESS_TYPE, which was silently narrowing BDEPEND

Three ebuilds inherited rpm.eclass without setting RPM_COMPRESS_TYPE. The eclass
then takes its unset branch - "the ebuild hasn't been updated to resolve
deprecations" - and BDEPEND comes out as || ( app-arch/rpm2targz ) alone,
dropping app-arch/rpm entirely. Anyone who already has rpm installed is pushed
to install rpm2targz as well, for nothing.

Found while fixing the same defect on libreoffice-l10n. THREE OF THE FOUR ARE
OVERLAY-ONLY, so the parity sweep cannot see them - there is no ::gentoo
counterpart to diverge from. They were reported in that commit as a related
finding and are closed here.

EVERY VALUE MEASURED, and the third one is why that mattered. proton-mail-bin
and github-desktop both read "PayloadIsXz", pulled from the RPM header with a
range request rather than downloading 99 and 125 MB in full.

openoffice-bin is NOT xz, which copying its neighbours would have got wrong. All
nineteen RPMs inside the 4.1.16 tarball are legacy RPM v3 and carry no PayloadIs
tag at all - checked by fetching the first 40 MB of the SourceForge tarball and
running strings over every .rpm it contained. That is precisely what the eclass
calls "none": supported by app-arch/rpm, payload uncompressed or on builtin
zlib. The overlay's own rpm.eclass already carries a note about this case, added
when legacy v3 broke its payload detection.

Verified. BDEPEND now reads || ( app-arch/rpm2targz >=app-arch/rpm-4.19.0
[lzma(+)] ) on the two xz ebuilds and || ( app-arch/rpm2targz
>=app-arch/rpm-4.19.0 ) on openoffice-bin - no USE flag, which is what "none"
should produce. Two entries also reordered _eclasses_; checked pair by pair,
same names and same hashes. pkgcheck against a worktree at 7406751b3 is
identical on all three. The sweep is unchanged at 222 rows, zero ALIGN;
--self-test 26/26.

Every ebuild in the overlay that inherits rpm.eclass now declares the variable.

One md5-cache orphan went with the egencache run, proton-mail-bin-1.13.4.
