dev-util/xrt: add 2.23.0

2.23.0 is XRT's dated official release (tag 202610.2.23.0_Canonical) — a
different tag scheme from the plain 2.YY.ZZ point tags 2.21.75 uses, so
SRC_URI and S follow MY_TAG and the aiebu submodule moves to the commit
that release pins.

2.23's src/runtime_src/CMakeLists.txt unconditionally adds the xdp
(profiling) subdirectory, whose submodule this build does not vendor, so
configure needs -DXRT_EXCLUDE_SUB_DIRECTORY=src/runtime_src/xdp.

metadata: normalize tab → 2-space indent in 42 imported files

42 metadata.xml files inherited tab indentation from their origin
overlays (mostly the ROCm cluster, plus a handful of dev-python and
AMD-tooling imports). The overlay convention is 2-space; this brings
them in line with the other 498 files. Maintainer attributions
preserved verbatim.

dev-util/xrt: import 2.21.75 + 999999 from ::guru

Imported as-is from ::guru @ guru's current HEAD. Carries the
aiebu-no-downloads patch verbatim. Pulled in here so this overlay's
sci-ml/fastflowlm has its RDEPEND satisfied without ::guru being
enabled. Will retire from this overlay once fastflowlm itself lands
in ::guru.

License AMD-Binary-Only also imported (one-line stub, see licenses/).
