dev-util/xrt: install aiebu's headers and archive for fastflowlm

fastflowlm is moving from the prebuilt libaiebu.a and headers it
bundles to the ones XRT builds. 2.21.75's aiebu installs its headers
only for Debug and Release builds, so add RelWithDebInfo as is already
done for aiebu-asm. 999999 ties aiebu's install to
XRT_INSTALL_STATIC_LIBRARY, which it turns off, so switch aiebu's
install back on as 2.23.244 does.

202610.2.23.244 is a 2026.1 release-branch tag 57 commits past
2.23.0_Canonical. It carries upstream 811d73a, so the static twins of
the shared libraries are switched off with
-DXRT_INSTALL_STATIC_LIBRARY=OFF instead of the install patch. XRT
ties aiebu's install to the same switch; turn that back on, since
aiebu has no shared library and fastflowlm is moving to this
libaiebu.a from the prebuilt copy it bundles.

dev-util/xrt: fetch all submodules and drop static archives in 999999

Master now nests further submodules: aiebu builds zstd from its own
src/cpp/zstd, and XDP's AIE trace code needs aie-codegen, which in turn
needs aie-regdb. Fetch every submodule except the Windows-only Detours
and the kernel driver's libqdma instead of listing them, and drop the
aie-rt entry master no longer has. Also pass
-DXRT_INSTALL_STATIC_LIBRARY=OFF (upstream 811d73a) so the static twins
of the shared libraries stay out of the install and the export.

2.21.75 installs and exports the same four static archives as 2.23.0
(xrt_coreutil, xrt_core, xrt++, xilinxopencl), and the 2.23.0 install
patch applies to it unchanged, so share it as
xrt-no-static-install.patch and note upstream's
XRT_INSTALL_STATIC_LIBRARY option (811d73a, master only so far) that
will retire it. 2.21.75's aiebu predates cert_dtrace, so it needs
nothing more.

dev-util/xrt: stop installing static library twins in 2.23.0, revbump

xrt_coreutil, xrt_core, xrt++ and xilinxopencl are built both shared
and static, and both copies were installed and exported to
xrt-targets; aiebu does the same with cert_dtrace. Every consumer
(xrt-xdna, fastflowlm) links the shared libraries, so patch the install
rules to install, and therefore export, only those. XRT's own yocto
branch keeps the archives out of its export for the same reason.
aiebu's static-only libaiebu.a is left as upstream installs it;
fastflowlm links a prebuilt copy it ships itself, not this one.

Twenty-eight ebuilds carried a copyright end year older than the year
they were last changed in. The dev-qt 5.15.19 set and the xrt/xrt-xdna
cluster kept the year they were imported under, and both xdna-driver
ebuilds still read 1999-2023 despite being edited since.

The header check compares a file's year against the commit that touches
it, so it only ever fires while that commit is being made. Drift that
slipped through at the time stays invisible to later full-tree scans,
which is why these accumulated unnoticed.

qtdeclarative keeps its 2009 start year rather than being flattened to
1999 along with the rest.

dev-util/xrt: add 2.23.0

2.23.0 is XRT's dated official release (tag 202610.2.23.0_Canonical) — a
different tag scheme from the plain 2.YY.ZZ point tags 2.21.75 uses, so
SRC_URI and S follow MY_TAG and the aiebu submodule moves to the commit
that release pins.

2.23's src/runtime_src/CMakeLists.txt unconditionally adds the xdp
(profiling) subdirectory, whose submodule this build does not vendor, so
configure needs -DXRT_EXCLUDE_SUB_DIRECTORY=src/runtime_src/xdp.

metadata: normalize tab → 2-space indent in 42 imported files

42 metadata.xml files inherited tab indentation from their origin
overlays (mostly the ROCm cluster, plus a handful of dev-python and
AMD-tooling imports). The overlay convention is 2-space; this brings
them in line with the other 498 files. Maintainer attributions
preserved verbatim.

dev-util/xrt: import 2.21.75 + 999999 from ::guru

Imported as-is from ::guru @ guru's current HEAD. Carries the
aiebu-no-downloads patch verbatim. Pulled in here so this overlay's
sci-ml/fastflowlm has its RDEPEND satisfied without ::guru being
enabled. Will retire from this overlay once fastflowlm itself lands
in ::guru.

License AMD-Binary-Only also imported (one-line stub, see licenses/).
