dev-util/xexloaderwv: new package, add 13.0.0

Built from upstream's sources rather than its prebuilt archive. The jar this
produces has the same contents as the one in upstream's release. Upstream tags
a release per Ghidra version and versions the loader separately, so the tag
holding this version is spelled out in the ebuild.
