dev-util/s3eloader: new package, add 2024.10.13

Built from upstream's sources with the Ghidra 12 ImporterSettings patch that
was previously applied by hand out of tree, with the result uploaded to the
__distfiles__ release. The eclass can build this in the tree now, so the manual
step and the vendored archive are both gone. The jar is identical to the one
that archive contained.
