dev-util/ps3ghidrascripts: version scheme to 1.NNN

Upstream tags builds as 1.0 plus a build number. Portage compares a
component with a leading zero as a string, so 1.099 sorted above 1.0111
and every later build will lose to an older one whenever the counter
gains a digit. Dropping the zero gives 1.99 < 1.111 < 1.144 < 1.1000,
and 1.111 still sorts above the 1.0111-r1 it replaces. The tag is
rebuilt from PV through MY_PV.

dev-util/ps3ghidrascripts: restrict livecheck to the four-digit build tags

Upstream counts builds as 1.0 plus a number, so tag 1.099 is older than
1.0111. Portage compares a component with a leading zero as a string,
which ranks 1.099 higher and proposed it as an update.

dev-util/ps3ghidrascripts: new package, add 1.0111

Built from upstream's sources rather than its prebuilt archive. This extension
is only Ghidra scripts, so there is nothing to compile; the jar in upstream's
archive holds nothing but a manifest and is not reproduced.
