dev-util/pack-cli: add 0.40.8, drop 0.37.0

Upstream moved the CLI entrypoint from ./cmd/pack to the repo root and
the version variable from pack.Version to pkg/client.Version; update
src_compile accordingly. Bump BDEPEND to >=dev-lang/go-1.25.12 to match
the go directive in the new go.mod. Verified: pack version reports 0.40.8.
