dev-util/maixvision: add 1.2.3, drop 1.2.2-r1

因为上游不再随包发布 @img/sharp 的 musl 变体，所以删掉两条已经无效的 rm。

因为上游去掉了捆绑的 node，所以 fperms 改为按新 payload 里实际带可执行位的文件设置：
maixvision、chrome_crashpad_handler 与两份 @esbuild 的 esbuild。

treewide: HOMEPAGE and metadata.xml hygiene

http->https and moved/renamed HOMEPAGE URLs; document local USE flags, correct
remote-ids, fix the DOCTYPE line, and normalise metadata.xml whitespace. Pure
metadata: no SRC_URI, ebuild logic, or Manifest changes.
