dev-util/llvm-mingw64: build the runtimes without -mno-avx, link without a cmake depfile
clang realigns the stack for 256 bit spills, so the gcc workaround is not needed. cmake 4 passes --dependency-file to the linker, which lld's MinGW driver does not accept.

dev-util/llvm-mingw64: Provide the cross tools under the names build systems use
A build system looking for a cross compiler asks for $-gcc, and
meson picks it per ABI from $, so naming a compiler any other way
hands the sixty four bit one to a thirty two bit build. The same driver
answers to gcc and g++, but it reads its settings from a file named after
the name it was called by, so each one needs its own or it loses the
sysroot and the runtime choices.
USE=bin-symlinks puts them where that lookup finds them, as
dev-util/mingw64-toolchain does, and blocks its copy of the same names.
The rest of binutils is there now too. Strip is a wrapper rather than a
symlink: llvm-strip cannot read a PE archive, and wine hands it those in
the same batch as the libraries, which failed the lot.

Adopted from ::gentoo, whose copy pins LLVM 22 and so brings a second
toolchain along beside the one already installed. This builds the PE
runtimes with the clang, llvm and lld of the system instead, which is
the only change: everything else follows from LLVM_MAJOR.
It answers the same need as dev-util/mingw64-toolchain, which builds a
GCC of its own, and leaves nothing of GCC in the chain: compiler-rt
stands in for libgcc and lld links the PE.
PATCHES is an array rather than a string, which is the only other
difference from the ebuild as adopted.
