dev-util/jstest-gtk: Bump CMake version
It doesn't hurt to just bump it here, the CMakeLists is minimal, and it
seems to work properly.

dev-util/jstest-gtk: New package
Despite using the old joydev interface, and probably never going to be
updated for wayland/gtk4, I find this to be the most functional and
intuitive interface for testing joysticks.
I've been using this program for over a decade, it was one of my first
gentoo ebuilds.
