fix: npm registry URIs, ebuild hygiene, metadata fixes

- replace nonexistent mirror://npm with registry.npmjs.org (9 packages)
- drop vireo (renamed upstream to hylki, which we already package)
- javy: remove invalid RESTRICT=network-sandbox, POSIX tail -n 1
- bun-bin: drop unused toolchain-funcs inherit
- gmic: drop unused bash-completion-r1, qmake-utils inherits
- raspberrypi-kernel: drop -initramfs default
- openvino: add RESTRICT test, document js USE flag
- gaia: drop python3_12 target
- spandrel: rewrite corrupted metadata.xml
- gaze, pi-coding-agent: document USE flags

chore: prune superseded ebuilds repo-wide

Keep newest non-live version per package plus live ebuilds;
raspberrypi-kernel keeps one ebuild per kernel branch (6.12, 6.18).
Removes 451 ebuilds and 9 orphaned patches; manifests regenerated.

fix(dev-util/fixjson): use PN for release tag in SRC_URI

Release tag is the package name, not package-version. Revision bump
to fix download URL for deps tarball.
