dev-util/bats-support: depend on bats on the build host for tests

src_test runs the bats program, which DEPEND put on the target root;
the library compiles nothing, so DEPEND goes and bats becomes a
test-only BDEPEND.

dev-util/bats-support: update EAPI 8 -> 9

Every eclass the ebuild inherits supports EAPI 9. Changed in place
without a revision bump, so installed copies are not rebuilt for it.

Six metadata.xml files had no <maintainer> element. Three carried the
::gentoo <!-- maintainer-needed --> sentinel inherited from the original
fork (libbinio, bats-assert, bats-support); three had nothing at all
(otoml, pyfftw, unittest-or-fail). The maintainer-needed sentinel
declares an orphan in ::gentoo, but in a personal niche overlay the
overlay maintainer is the de facto package maintainer, so the comment
contradicts reality.

Surfaced by an overlay-landscape audit on 2026-05-30 (98.9% maintainer
coverage; these 6 were the gap). Uniformizing on the actual maintainer
block.

dev-util/bats-support: import 0.3.0 from ::guru

Imported as a stuff-overlay copy rather than declaring ::guru as an
overlay master (per the overlay's no-master-dep convention). Required
as test-suite infrastructure for app-portage/udept's bats-based tests.

Verbatim copy of the ::guru ebuild — just bumps the copyright header
to 1999-2026 to match this overlay's convention. v0.3.0 is upstream's
latest semver release; the v0.1.0 / v0.2.0 tags published in mid-2025
are retroactively-applied tags on older revisions.
