dev-util/anjuta: Added from gentoo repo, patched

Added dev-util/anjuta from gentoo repo and bumped revision.

Added patch from https://gitlab.gnome.org/GNOME/anjuta/-/issues/29

and

added my own patch to skip a configure check for librt, adding it
directly to LIBS instead. Possibly related to:
https://gitlab.gnome.org/GNOME/anjuta/-/issues/30

One of my linux machines had the same error, another did not. Was unable
to solve 'properly'.
