dev-python/werkzeug: add from upstream for pypy3_11
also include patch for https://github.com/pallets/werkzeug/pull/3018
since upstream incorrectly closed the pull request ... likely need a
new bug and then to resubmit but until then we carry the patch here
this commit also carries deletions of some old ebuilds that were quite
expired and cause qa issues
