Enables the verify-provenance flag so the PyPI attestation can be checked
against the publisher. The repository comes from the remote-id each package
already records, so nothing is guessed.

app-misc/deltona also loses a version suffix that leaked into its
EPYTEST_PLUGINS entries and made the generated BDEPEND atoms invalid.

The plugin list comes from the pytest-* test dependencies each ebuild already
declares; a package that declares none gets an empty list. msgspec's
PYTEST_DISABLE_PLUGIN_AUTOLOAD is redundant once the list is set.
